The organization structure of Tarsus Municipality was determined in accordance with the articles 18, 48 and 49 of Municipality Law No 5393 and "The Principles Regarding Norm Staff and Principle Standards of Municipalities and Affiliated Organizations and Association of Municipalities and Associations" published in the Official Gazette dated 22.02.2007 and numbered 26442 and Tarsus Municipality It was discussed at the Assembly Meeting and the decision was concluded. Duties, Authority and Working Regulations have been prepared in the Municipal Units and in the enterprises in order to prevent the waste of labor and economic resources and to increase the productivity in the service.
According to Article 15 of the Municipal Law No. 5393, (a) by me; To do all kinds of activities and initiatives (.g) in order to meet the local common needs of the residents of the town; Performs or carries out services related to the collection, recovery, removal and storage of solid wastes. According to Article 14; Provided that the municipality is of local joint nature; It performs or carries out environmental and environmental health, cleaning and solid waste services.
As the Directorate of Cleaning Works, in order to provide the services that our Tarsus residents deserve, we are working with all of our cadres 7 days and 24 hours, and the sustainability of these works is provided by team consciousness. In addition to the responsibilities imposed by the Municipal Law and other legislation, our union tries to fulfill its duties and responsibilities by acting with the understanding that "Service of people to serving to Allah".
The collection of Solid Wastes of 179 local residents is carried out in the form of 3 shifts.
1 Director, 1 Field Affairs Manager 2 Writing Affairs Officer, 1 Warehouse Responsible, 4 sergeants and 148 field employees serve our district.

Duties, Authorities and Responsibilities

  • Ensures the realization of the goals of the directorate in line with the Strategic Plan and the Annual Performance Programs.
  • The Director is responsible to the Mayor for his duties and responsibilities
  • To ensure that the directorates services specified in this regulation are carried out efficiently and regularly in a timely manner
  • To organize the work of the Directorate according to the legislative principles, to prepare a work program and to submit it to the approval of the presidency, To provide the material necessary for the execution of the work program approved by the Presidency,
  • To organize meetings at certain intervals regarding the work done by the directorate, to make evaluations about the works, to take the place of the persons related to the reasons such as permits, sickness and withdrawal and to take the necessary precautions for the failure of the services,
  • Follow laws, administrative and general judicial decisions and related publications to increase working efficiency,
  • The manager is responsible for the attendance / non-attendance of the director's staff. To ensure the full and continuous fulfillment of the tasks related to the work that the personnel will be able to do,
  • Preparing work plans and programs in the form of consecutive steps to achieve the goal,
  • To keep within the limits of the working principles and conditions of the laws during these works,
  • To investigate whether there are service-related deficiencies, to take measures to eliminate them,
  • To determine the direct or indirect relations with which units should be established during the work and to reveal the scope of these relations,
  • Establish provider relationships with these relationships
  • To conclude in accordance with the timetable and purpose,
  • Having to do side tasks such as writing correspondence, getting opinions, getting out about the actual task,
  • Establish an evaluation scheme to learn the results of the application at certain stages
  • To solve the problems arising during the evaluation or to present the solution proposal to the upper level,
  • To help to determine the service targets related to the Directorate by considering the legal, legal, economic and managerial limitations and in terms of cost,
  • Assist in the preparation of an annual action program in line with the new service goals set
  • Providing business cooperation and harmony among the sub-unit personnel, being responsible for the attendance and non-attendance of the personnel,
  • Encouraging the staff, ensuring efficient and successful work,
  • Comparing the performance obtained according to the results of the post-study reports to pre-determined targets and evaluating the work of the responsible personnel.

Application Shape of Task;

  • Sweeping and cleaning the streets by hand and machine,
  • Washing streets,
  • Collection of domestic solid waste in the study area,
  • Washing and disinfection of containers,
  • Collection of wastes of the establishments complying with the medical waste control regulation and transfer to the designated disposal facility / storage area,
  • Employee personnel, equipment,
  • Marketplace sweeping, disinfection and washing,
  • Design of garbage container points, precaution to prevent parking, painting and maintenance of existing garbage containers,
  • To prevent the collection of packaging wastes in solid waste collection vehicles and to make recycling separately,
  • The Cleaning Affairs Manager, the Unit Technical Personnel, and the Field Affairs Manager and the Responsible Officers are responsible for the execution of the work.
  • Prepare annual report on the subject.
