The organization structure of Tarsus Municipality has been determined in accordance with the articles 18, 48 and 49 of the Municipality Law No 5393 and "The Principles Regarding Norm Staff and Principle Standards of Municipalities and Affiliated Organizations and Local Administration Unions" published in the Official Gazette dated 22.02.2007 and numbered 26442. 06/04/2007 was discussed at the Tarsus Municipal Assembly Meeting and dated. Duties, Authority and Working Regulations have been prepared in the Municipal Units and in the enterprises in order to prevent the waste of labor and economic resources and to increase the productivity in the service.
With the decision of Tarsus Municipal Council dated 04/09/2014 and numbered 2014 / 9-1 (86), the Directorate of Real Estate Investments was established within the scope of the Municipality.

Duties

DIRECTORATE’S RESPONSIBILITIES

There are two Map Technicians, two Map Engineers, an Agricultural Engineer, two Officers and four workers in the Directorate of Real Estate and Expropriation. The Directorate of Real Estate and Expropriation is responsible for the implementation and realization of the duties defined by the Mayor and the Deputy Chairperson in accordance with the provisions of the relevant legislation and in the working discipline of the directorate and in Article 6 of the Regulation on the Directorate of Real Estate and Expropriation.

DIRECTORSHIPS
REAL ESTATE DIRECTORSHIP

It produces a variety of projects to ensure that all rights of municipal immovable properties are protected, secured, monitored and better assessed. It keeps records of the municipal immovable property on a regular basis, provides follow-up and control, sends it to the Financial Services Department pursuant to Law No. 5018 on Public Financial Management and Control. It performs the registration procedures in the title deed office as a result of the transactions made in accordance with the Law and the Regulations. As a result of the zoning application, it makes mortgage abandonment of the plots which are mortgaged. The Directorate registers and distributes all correspondence, incoming and outgoing documents. According to the standard filing system, it creates the filing order and the Directorate's archive. The Directorate ensures the needs and prepares all payment documents for them. The Directorate arranges and follows expenses according to budget appropriations. It carries out the processes of entry, exit recording, valuation, scrapping, counting, transfer, maintenance, repair works and management account creation of movables belonging to the Directorate. Official notices shall be communicated on behalf of the Directorate. Advances execute untold business and transactions. (Advance withdrawal-close.) The Directorate prepares the Budget Draft, Strategic and Performance Plans, Activity Reports. In cases where there is no provision in the Regulation of the Directorate of Real Estate and Expropriation, it makes the duties assigned by the Presidency or, in cases where deemed necessary, the decisions of the Municipal Assembly and the related legislation.

EXPROPRIATION DIRECTORSHIP

As a result of the zoning application, the road, the square, the park, the green area, the parking lot, etc., from the expropriation decision to registration in the name of the administration, in order to ensure the removal of the facilities in question or the transition to public ownership when the public interest is not possible. According to the expropriation law numbered 2942/4650, if the immovable property owned by real persons and legal entities is decided to be expropriated in the case of public interest, the immovable performs all the procedures related to the expropriation operations in the name of the administration. It makes other works and transactions related to expropriation, keeps the relevant files, sends the cases to the Legal Affairs Directorate, prepares the relevant opinions or answers about the Expert reports and transmits them to related units. Press announcement agency and municipal announcement related to the dashboard and announcing relevant announcements and announces the minutes of the transactions. In cases where there is no provision in the Regulation of the Directorate of Real Estate and Expropriation, it makes the duties assigned by the Presidency or, in cases where deemed necessary, the decisions of the Municipal Assembly and related legislation.

RENTAL, SALES AND ALLOCATION DIRECTORSHIP

All of the property belongs to the municipality and those who have not been allocated to public services in the implementation development plans make and conclude sales transactions in accordance with the Municipal Assembly and Council decisions in accordance with the State Tender Law No 2886. Persons who are entitled to private property owned by the municipality shall be sold to the other shareholders and the sales transactions of the parcels which are obligatory to be sold according to Article 17 of the Reconstruction Law No 3194 to the immovable property owners at the end of the parcels, According to the 15th, 16th and 17th articles of the Construction Law no. 3194, the construction of the road sections is carried out for the zoning parcel entrepreneur. According to the Public Procurement Law no. 2886, the Municipality carries out the renting of the real estates to be used by the municipality and the places belonging to the property. Allows rents to be increased over time and according to contract provisions. The process of taking out of the immovable properties which are filled with the lease term is started and the legal proceedings are initiated and followed in the course of time. Ownership belongs to our municipality and keeps records of fugitive occupation by determining the fugitive occupations and periods on the immovable occupied by the laws and regulations of the municipality under the terms and conditions of the municipality and without permission of the municipality. We perform the follow-up transfer and registration procedures of the grant transactions conditionally or unconditionally on behalf of our municipality. In accordance with the Zoning Law of the Treasury Land allocated for the road and the green area according to the existing development plans, the municipality carries out the abandonment process for the municipality without charge.
