Resume

I was born in Taşobasi village of Tarsus in 1966. I completed my primary education at Sadık Eliyeşil Primary School, secondary education Cengiz Topel High School and high school education at Tarsus Kasım Ekenler Ticaret High school. I completed my military service in 1989 and started to work as a collector in Tarsus Municipality in 1990. In 1998, I worked as a collection supervisor, as income manager in 2007 and as a price research supervisor in 2014 I was assigned. I am currently serving as the Director of Financial Services. I am married with two children.

Directorate

The organization structure of Tarsus Municipality has been determined in accordance with the articles 18, 48 and 49 of the Municipality Law No 5393 and "The Principles Regarding Norm Staff and Principle Standards of Municipalities and Affiliated Organizations and Local Administration Unions" published in the Official Gazette dated 22.02.2007 and numbered 26442. At 06/04/2007 it was discussed at the Tarsus Municipal Assembly Meeting and dated. Duties, Authority and Working Regulations have been prepared in the Municipal Units and in the enterprises in order to prevent the waste of labor and economic resources and to increase the productivity in the service.
The Duties, Authorities and Responsibilities of the Directorate and the Municipal Assembly Decision dated 01/09/2009 and numbered 2009 / 8-1 (16) are as follows.

Duties

  • Coordinate the preparation of the strategic plan and performance program and carry out the work of consolidating the results,
  • To prepare the administrative budget, including budget estimates for the following two years, in accordance with the strategic plan and annual performance program, and to monitor and evaluate the appropriateness of administrative activities,
  • To prepare a detailed expenditure program and to send it to the related departments in consideration of the service requirements, within the framework of the budget principles and principles to be determined according to the legislation,
  • Keeping budget records, collecting, evaluating and preparing budget final accounts and financial statistics on budget implementation results.
  • Accumulating administrative revenues within the framework of related legislation and carrying out follow-up and collection of income and receivables.
  • To carry out accounting services in the administrations outside the scope of the general budget.
  • To prepare the annual report of the staff based on the unit activity reports prepared by the expenditure units.
  • Arranging the remainder of the contracts relating to movable and immovable property owned or used by the property.
  • Coordinate the preparation of the investment program, monitor implementation results and prepare annual investment appraisal report.
  • Carrying out and finalizing the financial business and transactions required for follow-up with other administrations.
  • Providing the necessary information and consulting to the top management and spending authorities on the implementation of other legislation related to financial laws.
  • Carry out preliminary financial control activity.
  • Establishment of the internal control system, and implementation of the implementation and development of standards.
  • To carry out other duties assigned by the head of administration in financial matters.
  • Ensuring the realization of the objectives of the directorate in line with the Strategic Plan and the Annual Performance Programs.

The municipality is obliged to organize the monetary movements within the Organizational structure and to collect the revenues stated in the law and to make the consumption expenditures.
